The Trump administration is pushing to erect a permanent fence around Lafayette Square, along with additional fencing outside the White House, citing security concerns.

The Secret Service, the White House, and the Interior Department jointly unveiled a plan on Friday that included the possibility of an eight-to-nine-foot-tall fence to replace the existing temporary barriers outside Lafayette Square, with "phased implementation" potentially beginning as early as next year.

Situated directly opposite the White House, Lafayette Square is a well-known park that attracts thousands of tourists and protesters from across the globe. An excerpt from the proposal, published on the Commission of Fine Arts' website, stated that the "objective is to enhance long-term safety, preserve the park's identity as a significant [National Park Service] landscape, and maintain public access to this nationally symbolic space."

The commission is due to examine the proposal on Thursday. The plan also encompasses the possibility of new fencing at the junction of Pennsylvania Avenue NW and 15th and 17th streets NW, outside the White House.

Further details concerning that element of the plan, however, were not immediately forthcoming. Sources told The Washington Post that the White House and Secret Service would additionally have the authority to seal those new barriers and restrict pedestrian access in front of the White House should they identify any security threats.

The proposal was met with fierce opposition from politicians, heritage preservation groups, and campaigners alike. Eleanor Holmes Norton, DC's non-voting congressional representative, announced on Friday that she would put forward legislation to prevent fencing at Lafayette Square, Pennsylvania Avenue, and other areas surrounding the White House grounds.

"More fencing around the president's Park would send the wrong message to the nation and the world by continuing to transform our democracy from one that is accessible and of the people to one that is exclusive and fearful of its own citizens," Norton said. One campaigner told the news outlet that the fencing could have damaging consequences for freedom of speech.

"Lafayette Park and Pennsylvania Avenue are critical for First Amendment activity," said Melissa Byrne, a progressive activist who has helped organize demonstrations outside the White House. "These changes remove all real sight and sound access. It also hinders the tourist experience."

The news outlet reported that Friday's proposal was not the first occasion on which the Trump administration had discussed erecting fencing around Lafayette Square. The idea was initially raised behind closed doors during the first Trump administration, including during the period when demonstrators gathered in the park in the days following George Floyd's death in May 2020, the outlet reported.

Following protesters breaching the temporary fencing around the White House complex, Trump was briefly escorted to the underground bunker as a precautionary measure. The proposal unveiled on Friday also outlines plans to resurface Lafayette Square, with officials expressing concern that the existing pavers can be easily dislodged and potentially weaponised as "projectiles" during periods of civil unrest.

Trump's drive to bolster White House security follows an incident in April when he narrowly escaped harm during the White House Correspondents' Dinner. The attempt represented the third occasion in under two years that Trump had been targeted by a would-be assassin.

The heightened security arrangements also follow Trump's assertion that he could be targeted by an Iranian operative. Trump referenced the fresh intelligence, provided to him by Israel, the day prior to the report's publication, during the NATO summit in Ankara, Turkey, this week.
